Did Couturier's boo-hoo'ing finally reach the ears of Courteau? Or is he just opposed to the Euro draft tactics... I can't keep the whining straight anymore...

This will never be enforceable.
I should think the only way this can be stopped is to penalize the player.
Andrew White refused to join the Mooseheads after being drafted because he wanted to reatin his NCAA eligibility. As a consequence he played at a lower level in Ontario with the Lumber Kings. Once the NCAA option dried-up, he reported to Halifax. Kudos to White for sticking to his values, even though, in hindsight, it might not have been in his best interest.
With that as an example, any player who opts in for the Q draft must first sign a waiver saying they intend to report where drafted. If that player decides he wants to retain NCAA eligibility then that must be expressed and he is then removed from the draft pool and cannot play in the Q that year.
Is it fair to the kids - no, not really. But I do believe the integrity of the game is more important.
At the same time the Q has an obligation to make the transition for these young players as seamless as possible. As a parent I am afraid I would not be too keen on my son going to northern Quebec where little English is spoken and he speaks no French. Would this be a good experience, yes if handled correctly. Unfortunately it rarely is.

Seriously, won't the new rules help the richer teams. They will draft players that will report in the 1st couple of rounds and start grabbing extra later round picks to grab the bluff players and then see if they can convince them to report.

I don't see much changing. The fox will still be looking after the hen house, only he needs to be a little more careful.
It has probably already been said, but why don't they pick a date (say May 1st) and have the player sign his intention to enter the draft and report to anybody. This is the absolute only way you can get rid of the problem, everything else to date relies on the morals of the parties involved.

I'm a 15 year old anglo player with skills that project to the pro level and enough smarts to get a university degree. I declare for the draft, get picked by Val d'Or, decide I don't want to play in Northern Quebec, and I fall back on my NCAA offer. I'm no worse off by taking my chances in the draft.
