Never going to happen.
It will become like the old Soviet Union and the players will just leave anyway.
Russia is desperate because their oil tycoons are losing billions and because of that the KHL isn't as solid as it once was.
Ironically Fetisov once bitched and moaned himself about not being legally allowed to come over earlier in his career.
After watching the story on how Mogilny left in the early 90's, and knowing how baseball players have left Cuba, and the amount of international play Russia's U20, U18 and U17 teams would play I think it's laughable to think it could really happen.

Its the Putin effect. They are building a league for junior players to be like the CHL development. They are bitching at agents encouraging players to leave for the CHL, saying they dont know what they are getting into. Its becoming the NA fear society again even while players are not getting paid over there.

I agree. This will have more of an opposite affect. You will get more Russians in the CHL I think. This is more of a desperation move with the declining value of the ruble and Russian oil tycoons that primarily own the teams throughout the league.
