Say a website had a VERY strict rule on not having two accounts. If I use a public wifi and someone else does as well, is that enough to make it seem like we're the same people or are the websites getting some other sort of address that would prove it's two different devices? I know they can tell if it's Safari or Chrome but just wondering what other info they're getting.
Any experts on this in here?

A few ways to look at it...99% of sites are not doing IP level filtering and are likely counting on you to use Personal Identifiable Information (name, dob, phone) to stop you from doing it which offers a pretty easy work around. The other 1% could get as strict as asking for pieces of ID to approve a 2nd account from the same IP. Especially if there's any dispute at all about the identity of the other account. Device level filtering would be pretty rare and also pointless as most people have multiple devices when all phones/tablets/laptops are accounted for. But that doesnt mean you're not into shady shit where thats happening, either

But that doesnt mean you're not into shady shit where thats happening, either Ok that's nice and all but this website has a picture of my driver's license as well as a picture of a utility bill so they know who I am but there's something else making them think I'm someone else or that an other account is also mine.

Is the other account also you? No but they say it is and they say they have proof which they won't show me. Just trying to figure out what the heck they have and how I can prove that I'm not the other account. My only guess is the Avenir Centre wifi but I mean there was probably 20,000 different people on the Wi-Fi during WJHC so I find that very weak if that's what they have.
