Is seems like a team can use it's time out to rest players after an icing... Has it always been that way?
I'm pretty sure that's not allowed in the NHL?
Anybody know?

It has changed a little. When it first came out they could actually change the line too. Now it’s just like you said they get 30 seconds to catch their breath but have to go back out.

Does anyone know if the faceoff rules changed or am I imagining things?
I thought they changed it where even after a faceoff infraction, the centre didn't get kicked out of the draw but now it seems like they do.

Maybe they switched to the NHL rule where they eject centres for violations except after icings.

Yeah they said they didn’t think it was really saving any time and changed it back this year
