The easiest way is to adjust the scroll box at the bottom of your profile which asks if your region is currently observing daylight savings time...although I don't know why this isn't something the mods would change or the whole board.

It appears configurable per user not for the site as a whole. Mods aren't into doing lots of work This is a unix based CGI (Common Gateway Interface) program with roots likely 10 or 12 years old. I believe it's written in Perl. This was a time when zero trust was placed in clients. It was probably authored by a couple of college kids with little understanding of 'useability.' It's a legacy feature that was never updated to today's standards. Of course they are now probably millionaires. If it was written today, in .Net or Java, dates and times would be sent to the browser as is and leave it up to the client computer to display it in the proper time and format. A lot of people like to crap over Microsoft's complete integration, but it does make things like this very easy to do.
