This was discussed before, but never formally voted on. Current GMs only are asked to vote. 2/3 approval required to pass. UNLIKE OTHER POLLS, THIS RULE CHANGE WILL BE EFFECTIVE IMMEDIATELY. Proposed Rule: If a QMJHL team signs a free agent player after the end of the Keeper Pool draft period who, prior to the signing, was not eligible for a pool roster, that player is subject to a special free agency procedure: - From the time a player is signed, pool owners have until 11:59:59 PM on the following Saturday to submit their free agency claim to the commissioner by PM. If a player signing is finalized on a Saturday, the claim period will be for the full week following.
- If Souris wants to claim, they send a copy of their claim to webber
- Claim must include player to be dropped.
- All teams claiming get one entry in the draw
- Two bonus entries go to the lowest ranked team making a claim
- One bonus entry goes to the second lowest ranked team making a claim
- The commissioner will do a draw Sunday afternoon. Winning team has the transaction automatically processed for Monday.
- If only one team makes a claim by the Saturday deadline, there is no draw, and the player belongs to that team.
- If no teams make a claim by the Saturday deadline, the player joins the regular free agent pool, and is not subject to any further special treatment

Quick question. Will there be a posting made on the board stating for example "Player X is now available as a free agent"? so that all GMs are notified that a new player has been added to the Q and thus is now eligible in this contest?
In the case of a Charlie Coyle type player arriving, notification likely wouldn't be needed as he is high profile. If a team like Val D'Or adds some relative no-namer though on a Thursday I can easily see the player being claimed and gone before some GMs even knew the player arrived. (not that in the case of a no-namer that there'd likely be a huge immediate demand to sign the player, but you never know)
I ask because if there is notification, I'd vote yes on this issue. If no notification, I'm voting no based on wanting a bigger window of time to put in a claim. Not everyone follows the rosters of all 18 teams that closely.

The point of this rule is not so that you can have someone else do your scouting for you, only that you don't have to be camping out at a computer waiting for a player signing to be finalized to jump in and be the first to claim. You kind of already addressed the point of the no-name. Stephen Duda comes to mind. His signing would have been affected by this rule, but nobody wanted him. I really only see there being an issue on higher-end free agents, which most of us would have probably heard rumours about prior to signing. Also, this would not apply to a guy like Jack Eichel. He was drafted, so is currently eligible to be added to a team. If he announces tomorrow that he is joining Halifax, then his rights can be acquired first-come-first-served.

This motion is currently at 14 for and 4 against. Regardless of what the outsider vote was, this rule has enough support to pass, and, as of 1PM Atlantic on November 17, is in effect.
