The 5 teams that are in the mix for Roy are Val D’or, Quebec. Gatineau, Rouyn and Sherbrooke. I’m hearing that it will be very difficult for Quebec to land him because of the price CB is asking, which is 3 picks and players. theqspot.net/live-blog-nicolas-roy-saga/

Cape Breton has to get the best they can. But to me the league rules encourage a player to hold out. If the league rewarded Cape Breton for letting him rot in Midget for a year then maybe it might make the next kid think twice. Maybe the league should enhance the return for not having a high pick play for a full year.

Groulx backed out of the Gregoire sweepstake last year and I think he will do the same this year with Roy. Yeah, he have 3 first round picks and some young players, but he has to keep some assets for a goaltender and a top 6 forward next year in order to contend 2 years in a row. Given that situation, I think CB will look elsewhere, espcially when you hear Groulx talks about Dostie. He thinks that kid is special and I don't think he would be willing to trade him at this point.

The Q has the rules in place that they do to try to get players into the league as soon as possible because they want all the best players in the league. So I doubt you'd see a change on that front. MacKinnon mentioned 5/6 teams he would play for and there was a lot of talk of offers from Rimouski for him (including 1st round picks at the draft for Bac's 1st overall) so while Halifsx was the favourite I don't think it was the only option. If it was I don't think BaC get as much as they did.
