"October 29, 2007–The P.E.I. Rocket Hockey Club would like to announce the following changes to its Internal Personnel Directory: Effective immediately, Serge Savard, Jr. is named Governor of the P.E.I. Rocket Hockey Club, and will be retaining his title as President of the Hockey Club as well. Guy Chouinard, the new Head Coach of the P.E.I. Rocket Hockey Club, is named Director of Hockey Operations."
Saw this at the tailend of the "Serge & the fans" thread and I don't know about you, but I would think this is worthy of a seperate post to discuss.
Director of Hockey Operations....he's the GM now. If I were players on this team that have not performed so far I would be worried because the head coach is also the guy who says if you really do stay here. I smell some trades when the window opens up!

This can't be a bad thing. As everyone's pal Steve said in the other thread, Serge just wasn't getting the job done. A few shining lights on his resume (the Morrison trade and moving up the draft to get Southorn for example) but he has been unsuccessful throughout his tenure.

Director of Hockey Operations....he's the GM now. I actually don't think it is as big of a change as that. Savard is still the GM and Chouinard is still the coach. I think the difference is under the previous arrangement while Savard consulted Jean there was a clear divide between the two roles. In this case, because of Chouinard's experience I expect roster moves to be move of a colaberative decision between the Coach & GM. Where Savard likely still does the leg work to get things finalized but Chouinard has much more say in moves than Jean ever did. IMO adding this title to Chouinard is more of a respect factor which he has earned with his experience. As for if this improves things on that end, I actually think that Savard's "trading" history has actually been pretty good and most of those bad moves in recent years were more a result of Savard's hand being forced by the situation Jean created. Having said that 2 minds are better than one especially with Chouinard's experience so if anything it should help.

DOH Operations means he is in charge of all player personel decisions ... in charge of trades, drafts, scouting staff ... hiring and firing coaches and scouts. I'm sure Savard will still have his input ... but the final decision will be Chouinard's ... if its not like that then he isn't DOH Operations ... but rather Asst DOH Operations. Why would you want Savard's input ? All of his decisions are what have placed you where you are today. My question now ... is this Savard Jr making this decision ... or did Daddy force him into it ?

Another good move made to this organization. First Savard hires Chouinard, a move that can change the face of this team. Then this move today. By giving the GM duties to Chouinard, it now becomes his team. As a fan of this team, I am more happy about the recent off ice changes then ever. With Chouinard guiding this team froward, only good things will come of it. We as fans should be happy about the recent moves, and finally a step has been made to get this team running smoothly.

I think this is the best move the organization has made since moving to PEI. I can't recall if Chouinard was Coach and GM in Quebec back when the Remps had a few strong seasons ... the Simon Gagne and Eric Chouinard (son of Guy) years ... not sure if he built those teams. It may take some time for him to put his stamp on the team ... but I would expect from this point forward your team will move forward instead of backwards and sideways.

Interesting move but one that I think was needed. Time will tell if Chouinard is the guy to have in that position, not sure if he has experience as GM/DOH or not, but I think it was a move that was due to happen. So far this year they changed things up in coaching and management, next up is the players. Can't see them make those kind of changes without taking it further by changing players too, wonder what the mood is like in the dressing room after this. It wouldn't surprise me to see the Rocket become sellers at the trading period and do a full re-build, which is perhaps what this team needs right now.

will the fans support a full rebuild now after watching mediocre hockey for 3 plus years? i'm not sure they will..
I guess we have to wait and see how this shuffle plays out... Compass states Savard is still the GM....

Compass states Savard is still the GM.... I am not sure if fans will support a full re-build either. I think that the Rocket got themselves in a catch-22 situation. They haven't had a contending team since they got here and the result is that people are losing/lost interest. If they re-build now and ice sub-par teams in the process they risk losing more interest. If they keep going as is with them not contending but only making moves to make the playoffs as a non-contending team, which they have done since they have arrived, again they risk losing more interest. Not sure what the solution is , but someone has their work cut out for them having to turn things around but in the process not only keep interest, but also generate more interest too. Not going to be easy.

The only problem i see in this is Chouinard is out of touch with the Q. When he left the Q till now...not a single player is still in the league...hes been going 6-7 years....
He doesnt know any players...heck he told John Moore he doesnt know half the players names on his own team lol
This will make it tough come trade time...he will lean heavily on his scouts and assistants.

And Serge himself, I'm sure. That's fine though, this team is Chouinard's now and it'll be about building it the way he wants it. Going from one guy with all the power and a bad coach to a more well rounded power structure and a historically successful coach is a massive improvement.

I would say Serge Sr. is making or made the decisions in this restructuring of positions in Rocketland. Serge Jr. failed his test with bad results.

Well then someone better tell Brian Burke that he doesn't make the calls in Anahiem since he is only a lowly GM. Because according to you it is his President of Hockey Operations Bob Murray who is in charge of all player personel decision Get real, just like Lala said Chouinard has been out of the Q for a few seasons which is why I expect that Savard will still do the leg work on deals and still be in charge. Having said that naming Chouinard the Director of Hockey Operations is acknowledging that he will have a say in all decisions and have a lot more say that the average coach in the moves which are made which I think is a good thing.

Just because Anaheim's DHO performs certain responsibilities, it doesn't mean every team's DHO's (the ones who have them) performs the same responsibilities. I think that perhaps where Steve is coming from in his description of the DHO's function was from the Wildcats when they had Nolan and currently Flynn as DHO. Halifax doesn't have a GM, but Patenaude is their DHO and he looks after player trades, scouting, drafts, coaches as Steve alluded to. I would say that Savard and Chouinard will be working closely together for awhile until Chouinard is back up to speed on the league, but I think that Chouinard will have more than just a say in decisions.

Circle the opening of the trade window on your calendars....got a feeling the Rocket will be busy and dare I say it....is the possibility of trading Morrison something the team would consider.
The fans would obviously be pissed...isn't this the guy that we said we should absolutely get back this season? Now he's at the top of the league scoring on a team that is floundering right now. But to look back at what bois has been saying for some time in regards to next season....the forward crop return is thin on the scoring side. Surely moving Morrison, a 20-year-old who's done this year would fetch possibly that rushing d-man we're dying to get or another 18-yr forward of close-to-similar talent from a contender that could win it right now. Here's a notion and I realize most of this talk borders on blasphemy to some, but what if he landed in CB, where he's from? Don't get me wrong I like Mo and he's one of the favs to watch, but if the season has not picked up by Christmas, would it be ludacris to make such a move?
