They can't stop teams from drafting them in the regular draft right? What happens if a team wants to draft 3 or 4 Americans, are they not allowed? Yup, they can draft as many as they want. The Monday draft is only for US kids.

The Monday draft is only for US kids. So essentially just letting teams take fliers on kids who likely will likely never report and that teams don't waste draft picks on in the regular draft.

Okay ... so is the regular draft now cut back by two rounds ? or are we taking 14 (+/-) on Saturday and another two on Monday ?

The US Draft is a joke for the Q anyway. We only get Maine, New Hampshire, Vermont and Massachusetts.
Mass is a great state, one of the best hockey states in the USA, 4th overall in youth hockey participation, 4th in active NHLers... but there's a huge NCAA culture... so most kids aren't reporting anyway.
The Q really should have access to New Jersey, Pennsylvania, and Florida,
That would still leave the OHL With New York, Michigan, and Wisconsin as key hockey states (they could probably stand to take Illinois from the W)
Then the W would have Minnesota, California, Colorado, and Texas among others.
But as is now, it's incredibly unbalanced as the Q is basically drafting from 1 state, because outside of Mass the other states have fewer that 15,000 youth hockey participation combined.

So it seems teams can still take Americans during the regular draft but aren't required to as they can draft them during the American draft. We'll have to see if there is an explanation put out.

You forgot Connecticut and Rhode Island I did, that actually pushes the available pool up to ~20,000 + Mass which is ~45,000 youth hockey players. But to put that in perspective Michigan has over 50,000 and New York is another 45,000, with those 2 states alone the OHL eclipses our entire player pool easily. Minnesota is over 50,000 and Illinois has ~25,000, so again the WHL blows us out of the water with just 2 states.

Deals could be announced Friday that aren't deals yet but will be before then. CB outbid a few teams for Balmas but it didn't happen months ago.
