We had talked about this after the Oliver Mathieu claim, but it never got adopted. Current league GMs vote, all votes should be in by Friday May 18 at noon.
Current rule: Each team roster will also contain one Injured Reserve slot. Any player occupying this spot will score no points, but his rights are retained by the pool team. A player can only be added in that spot if they are not currently playing in the QMJHL. They must have missed two consecutive games to qualify. Upon playing their second consecutive game on returning to the lineup, the player must be activated within five days. If the player is not activated within those five days, that player will become a free agent. Any eligible player may occupy the IR spot, regardless of age, position or import status. A player on the IR may remain there until the end of the regular season, at which point, they must be activated or released.
Proposed amendment to bolded section: If the player is not activated within those five days, that player will become subject to an IR waiver claim. A team making a claim must do so in the free agency thread. The team owning the player must then activate him and drop another player within 48 hours of the claim, or negotiate a trade with the claiming team. The player cannot be traded to a team other than the claiming team while under a waiver claim. If the claimed player is activated by his original team and another player dropped, the claiming team has no rights to the dropped player; he goes in the free agent pool as usual. If no action is taken, the player is granted to the claiming team.

Sounds good to me. Shouldn’t punish someone for being busy, but also gives an incentive to pay some attention to the league.
