I believe he said if the Moose drafted him with their first pick, he would guarantee that he would be playing in the Q

I don't see how Corteau expects big market teams like Halifax, Moncton, Quebec, SJ, etc to sit around and not take a gamble on a player that is going NCAA. Shawinigan took the risk- 99.9% sure they didn't have a deal with him, but if Halifax had taken him at #19, it would have been mayhem. In fact, it would have been better for Halifax to get Ciampini and a crack at Matheson, and it would have happened because Corteau scared everyone away from picking him in Rd 1. Obviously that senario didn't play out, but it could have. Then Halifax would try to lure Matheson to the Q, and if successful, all of a sudden, the league is investigating- all for nothing. Corteau is an idiot, and this won't work. So what would you do as comissioner? He has try to make all teams happy, not just Moncton, Halifax, SJ, Quebec etc He's in the middle, doesn't want the draft to become a sham like in the OHL where 2-3 teams get all the big names but he doesn't want to lose any more big names to NCAA either. I laugh at people calling Courteau an idiot, yet the guy has been comissioner for like 20 years, so obviously he can't be that dumb.

Matheson wont play a game in the Q... ten days ago you said something along the lines of.. i'm betting he winds up in the Q which is it? Keep in mind that within those 10 days and 3 days before the draft Matheson said he was going NCAA; I hope that you are aware of the concept of changing an opinion based upon new information?

Perhaps the Q needs to make a rule that teams may not discuss deals with players before the draft. They can interview the players ... but any discussions about education packages and the like can not occur with a player that is not on their protected list. Call it tampering.
I realize that it still becomes very difficult to police and to prove ... but teams will be hesitant to put anything down in writing as that becomes a record of the tampering. Verbal promises don't carry as much weight as the written promise does to somebody trying to make a decision on a kids life path ... especially with agents and lawyers involved.
As it stands now ... as far as I know ... there is nothing preventing a team working out a pre-draft deal with a player which kicks in if he gets drafted by that team ... which of course encourages that player (and his advisers) to tell other teams that he will not report there ... even though the team he has a deal with is not directly encouraging that.
But there is always a way around anything. I could become an independant agent for the Irving Group and have discussions with players entering the draft ... make written promises to them that the Q would have no authority to question or even look at. Of course my backing would come from an Irving Company.
It is very difficult to cheat without getting caught. All it takes is a disgruntled scout to change teams (happens often) and he mentions to his team that (Insert Q team name here) encouraged him to make certain offers to players ... and word gets out.
Perhaps the Q should offer a "whistle blower reward" to these kids. If a team discusses pre-draft deals with them then they can get a $5000 bursary from the Q if they can provide evidence of the illegal act. Things like that also start to make teams act differently. You aren't going to catch them all ... but it can change the climate.

I think another approach can be the following...
Beef up the educational money available, especially for 1st rounders, have each team invest about 20k a year in a fund that would allow 1st round picks to have the equivalent of up to $10,000 for each year of university(more than the $5,000 x 3 years they currently have) for students that go to universities in Canada. You could extend it at a lesser rate in the 2nd round at some point.
In later rounds you don't need it as much because those players are not as much in demand as the Ashleys and Mathesons. The kids that have true NCAA chances are the guys that are rated top 40-50 each year.
The OHL is structured like that and possibly the WHL also, not 100% sure.

After yesterdays discussions between the Matheson family and the Cataractes, some sort of package must have been offered since the family hasn't completed shut the door on the Q. They will meet again in July with the Shawinigan organization to discuss further details. This will allow the Matheson family time to thing over their final decision.

There is a legit reason for people to wonder if someone might be pulling a "bluff" or whatever people wanna call it when players don't say anything about being 100% NCAA until just days before the draft. I'm the same way I thought it seemed fishy and now it appears it was very much legit and maybe Shawinigan took a gamble and who knows it could turn out to be like the Louis Leblanc situation where they could end up with valuable assets down the line.

I guess you should never say never...especially if a situation like Louis Leblanc comes up...
I just highly doubt he shows up at 16 and unlikely at 17...but who knows after that.
